How much do Facebook and Instagram ads cost in Dubai (2026)? Ad spend, cost per lead and agency fees in AED

On this page

Facebook and Instagram ads in Dubai cost what you decide to spend: Meta has no fixed price per ad. You set a budget, ads compete in an auction, and Meta usually charges per thousand impressions. On top of the ad spend come 5% UAE VAT if your billing address is in the UAE and you haven’t added a tax registration number, any agency fee, and the cost of the sector permit your ad may need.

What you get for that spend, the cost per lead, depends on your sector, your offer and your ads. Meta doesn’t publish UAE averages, and we haven’t found a UAE benchmark with a published method and date. A widely used dated benchmark is from the US: across 726 US lead campaigns, the average cost per lead was USD 27.66 (≈ AED 102). Our own Meta campaigns for a real estate agency in Spain came in at €7.85 (≈ AED 32) per lead. Neither is a UAE figure; below, how to use them anyway.

The four parts of the bill

CostPaid toHow it’s set
Ad spendMeta, from your ad accountYour daily or lifetime budget; Meta usually charges by impressions
VATMeta, on the same invoice5% if the “Sold To” address is in the UAE and no TRN is on the account
Agency or freelancer feeThe agencyFixed monthly fee, a share of ad spend, or per result, depending on the provider
Creatives and permitsYour team, the agency, or the authorityVideos and images; sector approval such as Trakheesi for property

Keep the ad account and the payment method in your company’s name. The agency fee and the ad spend should be two separate lines, so you always know what goes to Meta and what goes to the people running it.

How Meta charges for ads

The auction

Each time there’s a chance to show someone an ad, Meta runs an auction among the advertisers targeting that person. According to Meta, the winner is the ad with the highest total value, which combines three things: the bid, the estimated action rate (how likely that person is to do what you want) and ad quality. An ad that’s more relevant to a person can win against ads with higher bids, and Meta says it won’t charge you more than your bid.

In practice: better ads get cheaper results. Two businesses with the same budget in the same sector can pay very different prices per lead.

Impressions, not clicks

Meta usually charges based on the number of impressions your ad receives, unless you choose otherwise when creating the ad. That’s why people talk about CPM (cost per thousand impressions) for Meta, and about CPC for Google search. What you should judge is neither: it’s the cost per lead and per client.

Your budget, and how Meta spends it

With a daily budget, Meta aims for an average over the week (Sunday to Saturday). On a day with better opportunities it may spend up to 75% more than your daily budget, but never more than 7 times the daily budget in a week. If you turn on ad set budget sharing, the daily cap rises to 210% of the daily budget. With AED 200 a day, that’s up to AED 350 on a given day and no more than AED 1,400 in the week.

Meta’s delivery system also has a learning phase. According to Meta, an ad set usually leaves it after about 50 results in the week after its last significant edit. If your budget can only buy a handful of leads a week, the system has less to learn from.

Location fees

Meta adds a location fee when your ads are delivered to people in countries that charge digital services taxes or similar levies. It depends on where your audience is, not where your business is. Meta’s list today: Austria 5%, France 3%, Italy 3%, Spain 3%, Türkiye 5% and the United Kingdom 2%. The fee isn’t covered by your budget: it’s added on top, as its own line on the invoice, and VAT is then calculated on the ad cost plus the fee. If you advertise from Dubai to any of those countries, budget for it.

US lead campaigns, 2025 (WordStream / LocaliQ)

WordStream’s Facebook Ads Benchmarks 2025 covers 726 US-based lead campaigns that ran between 1 April 2024 and 30 June 2025. These are US figures, not Dubai figures: use them as an order of magnitude, never as a quote.

In the same report, the average cost per click for lead campaigns was USD 1.92 (≈ AED 7.05), the click-through rate 2.59% and the conversion rate 7.72%. The average cost per lead rose from USD 22.87 the year before. AED at the fixed peg of 1 USD = 3.6725 AED.

Our own campaigns: Spain, not the UAE

Tu Zona, a real estate agency with three offices in Extremadura, Spain (resale), got 1,206 leads in 90 days at an average of €7.85 (≈ AED 32) with our Meta Ads. It’s a different market, a different language and different prices per thousand impressions. We publish it because it’s real, not because you should expect the same in Dubai.

We don’t yet have a UAE Meta Ads case we can show publicly with results, so we don’t quote a Dubai cost per lead.

What we don’t publish

We found no source with a sample, a method and a date for Meta CPM or cost per lead in the UAE. Agency blogs quote figures, but without saying where they come from. If someone gives you a Dubai benchmark, ask for the source and the period.

What moves the cost of Meta ads in Dubai

  • Your sector and the value of a client. Where one client is worth a lot, as in property, clinics or finance, more advertisers compete for the same people, and the cost per lead rises with it.
  • Your offer. A clear offer with a price or a next step converts more of the people who see it, which lowers the cost per lead even at the same CPM.
  • The creative. Ad quality is part of the auction. Fresh ideas tested side by side usually beat one ad left running for months.
  • The type of lead. Instant forms bring more contacts with less intent; click-to-WhatsApp brings fewer, warmer conversations but needs someone to answer fast. A cheap form fill that never answers the phone is the most expensive lead there is.
  • Audience size. A very narrow audience leaves the auction fewer people to choose from and can raise prices. Very broad audiences rely more on the creative to find the right person.
  • Languages. If you advertise in English and Arabic, each version needs its own copy and creative, and its results should be read separately.

Meta also changes its tools often, and some changes move your cost per lead. We keep a dated list, with what we’d do about each one: Meta Ads changes and what to do.

A starting budget you can work out yourself

Work backwards from leads, not from a round number:

  • Ad spend = leads you want × cost per lead.
  • To give Meta about 50 results a week to learn from, at the US all-industry average of AED 102, an ad set needs about AED 5,100 a week.
  • At our Spanish real estate figure of AED 32, the same 50 leads cost about AED 1,600.

Those two numbers are only illustrations: the first is a US average and the second a Spanish case. Your real cost per lead appears after two or three weeks of running, and that’s the figure to plan the next month with. If 50 leads a week is out of reach, run fewer ad sets so each one gets enough results, rather than spreading a small budget thin.

Agency fees for Meta ads in Dubai

Agencies charge for Meta ads in three main ways:

  1. A fixed monthly fee, sometimes with a set-up fee for the account, tracking and first creatives.
  2. A percentage of ad spend. The fee grows with the budget, whether or not the results do.
  3. Per lead or per result. Ask who decides what counts as a lead, and who owns the ad account and the data.

Many “social media marketing packages” in Dubai are for posting on your profiles, not for running ads. Check whether a package includes paid campaigns, whether the ad spend is included or extra, and who produces the videos.

We haven’t found published Meta ads management fees from Dubai agencies with enough detail to compare, so we don’t quote a market range. Ours is below.

How agencies charge, and the KPIs to hold them to: choosing a performance marketing agency in Dubai.

VAT on Facebook and Instagram ads in the UAE

UAE VAT is 5%, according to the UAE government portal u.ae. Meta says that since August 2019, if the “Sold to” country on your account is the UAE and you haven’t added your TRN (tax registration number) to your ad account, it adds VAT at the local rate to the cost of your ads.

So a VAT-registered business adds its TRN in the ad account’s payment settings, and a business that isn’t registered should budget the extra 5%. Your accountant tells you how to treat it. Agency fees carry their own VAT treatment: ours are quoted excluding VAT, and if VAT applies it’s added at the legal rate and shown on the invoice.

Permits: the cost that isn’t on Meta’s invoice

  • Ads from your business page. In our reading of the NMA rules, the agency doesn’t need the UAE Advertiser Permit to run ads from your page and ad account. The edge cases are in our permit guide’s grey areas.
  • Individuals posting for you. Influencers, freelancers or staff who post advertising for you on social media in the UAE need the UAE Advertiser Permit, issued by the National Media Authority. Under Cabinet Resolution 42/2025, posting advertising on social media without it means a written warning the first time, then AED 20,000 and AED 50,000, doubled if repeated.
  • Property. Every real estate ad, including general lead campaigns, needs a Trakheesi permit number from the broker or developer. The Dubai Land Department lists “Other Permits” at AED 1,000 plus an AED 20 fee.
  • Clinics. A MOHAP health-advertising licence, with each piece of content following DHA standards and approved by the medical director.
  • Education. KHDA approval for school and training ads.

Where we fit, honestly

We run Meta Ads management in Dubai from AED 4,100 a month plus AED 2,000 set-up (≈ €1,000 + €500), excluding VAT. It’s a fixed monthly fee. The ad spend is separate and paid by you directly to Meta, from an ad account in your company’s name. The work: diagnosis before spending, scripts for the videos your team films, Meta set-up and tracking, a daily review, and leads matched to your sales.

Most of our clients are in Spain, and our named cases on the About page are Spanish. In the UAE we’re at the start. If you also want to be found on Google without paying per click, compare with what SEO costs in Dubai, and with Google Ads cost in Dubai for paid search.

Frequently asked questions

On Facebook and Instagram, it costs what you budget: there’s no fixed price per ad. Meta usually charges per thousand impressions, adds 5% VAT if your billing address is in the UAE and you haven’t added a TRN, and an agency fee comes on top if you hire one. What a lead costs depends on your sector, offer and ads.

It depends on what’s included. Posting on your profiles, running paid ads and producing videos are three different jobs, often priced separately. For paid ads, count the ad spend you pay Meta and the management fee you pay the agency. Ours is AED 4,100 a month plus AED 2,000 set-up, excluding VAT and ad spend.

We haven’t found a UAE benchmark with a published method and date. A widely used dated benchmark is from the US: USD 27.66 (≈ AED 102) per lead on average across 726 US lead campaigns from April 2024 to June 2025, from USD 3.16 for restaurants to USD 76.71 for dentists. Your own cost per lead shows up after two or three weeks of running.

We have no official minimum to quote. What matters is that a test gets enough results to learn from: Meta says an ad set usually leaves the learning phase after about 50 results in a week. Multiply the leads you want by your expected cost per lead, and if that’s out of reach, run fewer ad sets.

Yes, if your “Sold To” address is in the UAE and you haven’t added a tax registration number (TRN) to your Meta ad account. Meta then adds VAT at the local rate, which is 5%. A VAT-registered business can add its TRN in the ad account’s payment settings.

Ads from your own business page don’t need the UAE Advertiser Permit, but your sector’s approval still applies: Trakheesi for property, a MOHAP licence and DHA standards for clinics, KHDA for education. Individuals who post advertising for you on social media need the Advertiser Permit.

  • CPM: cost per thousand impressions, the way Meta usually charges.
  • Cost per lead (CPL): ad spend divided by the number of leads.
  • Ad auction: how Meta picks which ad to show, by bid, estimated action rate and ad quality.
  • Learning phase: the period after launch or a significant edit when Meta’s delivery system is still finding the best way to show an ad set.
  • TRN: the Tax Registration Number of a VAT-registered business in the UAE.
  • Trakheesi permit: the Dubai Land Department permit every real estate ad needs.
