Four real estate lead sources work in Dubai: portal listings, paid social ads that send people to your own landing page or WhatsApp, referrals, and developer partnerships for off-plan. Then answer every enquiry within minutes, not hours.
The second half matters more than most teams think. A buyer in Dubai often asks several agencies on the same evening. The source brings the lead. The reply decides who keeps it.
This guide covers both halves, plus the permit step most lead-generation articles skip.
Before you advertise: the permit step
Not legal advice. General information checked on 2026-10-17. Your broker’s DLD account and the authorities are the final word.
An ad that shows a specific property or project needs a Trakheesi permit from the Dubai Land Department, applied for by the RERA-licensed broker or developer, with its number on every creative. Lead-generation campaigns also need a permit; ask your broker. Agents posting from personal accounts may also need the UAE Advertiser Permit from the National Media Authority (NMA).

The main lead sources in Dubai
Property portals
Property Finder, Bayut and Dubizzle are where active buyers already search. Leads come with intent and a specific listing attached.
The catch: the same buyer enquires on several listings from several agencies, and you’re paying for the slot whether or not your team answers fast. Portals reward the agency that replies first with something concrete.
Meta and Instagram ads with your own landing page or WhatsApp
Facebook and Instagram ads let you reach people before they open a portal. Two formats work well for property:
- Click-to-WhatsApp: the buyer writes first, on the channel they already use.
- Your own landing page: you choose the questions (budget, area, bedrooms, timing) and you own the data.
Instant forms inside Meta are fast to fill, which also makes them easy to fill without real intent. If you use them, add a qualifying question and call or message within minutes.
For reference, from our own work in Spain, not Dubai: Tu Zona’s Meta Ads brought 1,206 leads in 90 days at an average of €7.85 (≈ AED 32). Dubai CPLs will differ; the method of measuring them doesn’t.
Targeting, said honestly. Meta’s housing special ad category removes age, gender and postcode targeting. It’s mandatory when the ad reaches the US, Canada or Europe. If the ad reaches only the UAE and your business isn’t US-based, Meta lets you opt out. Either way, don’t build a plan that depends on narrow demographic targeting. Let the creative, the language and the area do the filtering.
If you want this channel run for you, that’s our work on Meta (Facebook and Instagram) ads; and if you want it joined to the CRM and the follow-up, it’s lead generation in Dubai. For agencies, there’s also our real estate lead generation system for Dubai agencies, which sends each new lead up to three of your listings on WhatsApp.
Google search
Search catches people who type what they want: “2 bedroom apartment JVC”, “off plan Dubai payment plan”. Intent is high and volume per keyword is smaller. It works best with a landing page per area or project, and with the permit number on any page that advertises a specific property. Google’s personalised advertising policy restricts age, gender and postcode targeting for housing ads in the US and Canada.
Paid search puts you on those results from day one; ranking for the same searches without paying per click takes months of SEO. If you want the paid side run for you, this is what we do as a Google Ads agency in Dubai. For what a click costs, see our Google Ads cost in Dubai study, with medians by sector in AED; property buyer searches aren’t in it yet, so treat it as a ballpark.
Referrals and community
Past clients, landlords whose units you’ve managed, relocation consultants, community groups. Lowest cost per lead, slowest to scale. Most agencies don’t track them, so they never know what they’re worth. Give each referral source a tag in your CRM from day one. Owner outreach has a rule of its own: the DLD/RERA brokerage guide says brokers may only contact owners on DLD’s Green List, and breaking it can mean a penalty and suspension.
Developer launches
For off-plan, the developer’s launch is a lead event in itself: registrations, launch days, broker allocations. The developer or appointed broker obtains the permit for the launch; every launch creative carries it.
How the sources compare
| Source | Intent | Speed to start | Who owns the data | Main risk |
|---|---|---|---|---|
| Portals | High | Fast | Shared with the portal | Same buyer, several agencies |
| Meta / Instagram ads | Mixed | Fast | You, with your own landing or WhatsApp | Low-intent form fills |
| Google search | High | Medium | You | Smaller volume, needs pages per area |
| Referrals | High | Slow | You | Not tracked, not scaled |
| Developer launches | High, off-plan | Tied to the launch | Shared with the developer | Short window, heavy competition |
Off-plan vs resale: two different funnels
Off-plan buyers are buying a project, a payment plan and a handover date. The conversation is about the developer, the plan and the timeline. Leads arrive in waves around launches, and the follow-up runs for months.
Resale and ready buyers are buying a unit they can visit. The conversation is about specific listings, viewings and price. The funnel is shorter and depends on your inventory.
Running both through the same ad, the same form and the same script mixes two buyers who want different things. Separate them at the first question: “Ready to move in, or buying off-plan?”
No property-level claims about returns in either funnel. More on that below.
Overseas investors vs residents
A large share of Dubai buyers come from outside the UAE: Dubai government figures for 2025 put residents at 56.6% of about 193,100 investors. Three practical differences:
- Language. Reply in the language the buyer wrote in. A team that answers in English, Arabic and Russian, for example, catches leads a single-language team loses.
- Time zones. An enquiry at 22:00 Dubai time may be mid-afternoon for the buyer. If nobody answers until the next morning, someone else already did.
- WhatsApp first. For overseas buyers, WhatsApp is usually the channel they’ll answer. Use the official WhatsApp Business Platform, not tools that connect through WhatsApp Web, which break Meta’s terms and put your number at risk.
Residents are more likely to want a viewing this week. Route them to an agent faster.
Where Dubai leads die: the first hour
Most lead budgets are spent before the lead arrives. Most leads are lost after.
The best-known study on response time, from InsideSales.com and MIT (PDF, 2007), looked at more than 15,000 web leads across six companies. The odds of contacting a lead called within 5 minutes were about 100 times higher than at 30 minutes, and the odds of qualifying it about 21 times higher. It’s an older, vendor-run study on phone calls, not Dubai data. The direction is still clear.
What reduces the gap:
- A reply within minutes, at any hour. With something useful in it: options that match the budget and area, not just “thanks, an agent will contact you”.
- Automatic assignment. Each lead goes to one named agent, with a notification, not to a shared inbox.
- A CRM that keeps what the buyer said. Budget, area, bedrooms, timing. When a matching listing comes in two months later, you know who to message.
- WhatsApp follow-up within Meta’s rules. Free-form messages inside the 24-hour window after the buyer writes; pre-approved templates after that. Stop when the buyer replies or opts out.
How to calculate your cost per lead and per viewing
We don’t publish an AED cost-per-lead benchmark for Dubai, because we don’t have client data there yet and the figures we’ve seen online come without a source.
Calculate your own, by source, every month:
- Cost per lead (AED) = ad spend on that source ÷ leads from that source
- Cost per qualified lead = ad spend ÷ leads that answered and matched budget and area
- Cost per viewing = ad spend ÷ viewings that actually happened
- Cost per deal = ad spend ÷ transactions closed from that source
A cheap lead that never answers is expensive. Compare sources on cost per viewing, not cost per lead. For that you need two things: a source tag on every lead, and agents who log viewings in the CRM.
What not to promise in your ads
- No guaranteed returns or yields. “8% rental yield guaranteed” can be treated as misleading or as investment promotion, which has its own regulator in the UAE: the Capital Market Authority (CMA, formerly SCA). Its rules also cover finfluencers (summary).
- No misleading claims. Federal Law 15/2020 on Consumer Protection prohibits misleading advertising (law text, analysis). No “sea view” that isn’t in the listing, no prices that don’t match the permit.
- No invented scarcity. “Last 3 units” only if it’s true.
- Nothing about a property that isn’t in its permit. Price, size and location must match what the broker submitted.
The same applies to agencies selling lead generation. Nobody can honestly guarantee you a number of leads or sales.
What we’ve measured, and where
Our published results are from Spain, not Dubai: Tu Zona, a real estate agency with 3 offices in Extremadura, Spain (resale), 1,206 leads in 90 days at an average cost per lead of €7.85 (≈ AED 32). Different market, different ticket, different competition. It shows that the system runs in production. It is not a forecast for Dubai.
Frequently asked questions
Combine sources rather than relying on one: portals for active buyers, Meta and Instagram ads to your own landing page or WhatsApp, Google search for specific intent, referrals and developer launches for off-plan. Then reply within minutes. The source brings the lead; the speed and quality of the first reply decide who keeps it.
Yes. An ad that shows a specific property or project needs one: the RERA-licensed broker or developer obtains it from the Dubai Land Department and the number goes on the ad. Lead-generation campaigns also need a permit; ask your broker.
Usually yes, because active buyers search there and leads arrive with a listing attached. The weak point is competition for the same buyer: several agencies receive similar enquiries. Portals pay off when your team replies first with matching options, and when you track cost per viewing rather than cost per lead.
Within minutes. The InsideSales.com/MIT study found the odds of contacting a web lead were about 100 times higher at 5 minutes than at 30. It’s a 2007 US study on phone calls, so treat it as direction, not a Dubai benchmark. Overseas buyers make out-of-hours replies essential.
It depends on who the ad reaches. If it reaches the EU, the US or Canada, housing goes in Meta’s special ad category, with no age, gender or postcode targeting. If it reaches only the UAE and your business isn’t US-based, you can opt out. Even then, let the creative, the language and the area filter.
