How to choose an AI company or automation agency in Dubai (2026): criteria, red flags and the questions to ask

On this page

Judge an AI automation agency in Dubai on five things you can check before you sign: cases you can verify, accounts and data in your company’s name, WhatsApp on Meta’s official platform, a real connection to your CRM, and a plan for the UAE data protection law (Federal Decree-Law No. 45 of 2021). A polished demo proves none of them.

“Top AI companies in Dubai” lists rank firms, and some of these lists are written by firms that appear in them. This guide doesn’t rank anyone. It gives you the criteria, the questions for the first call and the warning signs, so you can judge any provider yourself, including us.

Four kinds of AI automation provider

Before comparing names, decide which kind of provider you need. They solve different problems.

There’s no right answer for everyone. What matters is that the provider you pick can show the criteria below.

Seven criteria to choose an AI automation agency

1. Cases you can verify

Ask for one or two projects similar to yours: what the task was, what was automated and what changed. Then check them. A case is verifiable if you can see the client’s name, talk to them, or watch the live system working.

Screenshots of a chat with no client name, or results described as “up to 80% time saved”, prove nothing. If an agency has no case in your country or sector, it’s better that it says so than that it borrows someone else’s.

2. Who owns the data and the accounts

This is the question that saves you the most money later. Every automation lives inside accounts: the workflow tool, the CRM, the WhatsApp Business account, the AI model’s API key. If they are in the agency’s name, leaving the agency means rebuilding.

On HighLevel, for example, your CRM is a sub-account that sits under an agency account, and according to HighLevel’s own help centre only the agency owner can request a transfer to another agency by default. Some items, such as Twilio phone numbers and email settings, don’t always move with it. Agree in writing how and when you get everything if you stop working together.

3. WhatsApp on the official platform, not unofficial tools

Many “WhatsApp automation” tools connect through WhatsApp Web or a cloned app. WhatsApp’s Help Center says that using unofficial apps violates its Terms of Service and that your account might be temporarily or permanently banned. The consumer app’s Terms of Service also rule out bulk messaging and auto-messaging, and any non-personal use unless WhatsApp authorises it.

The authorised route is the WhatsApp Business Platform, directly or through a Meta Solution Partner. Clause 4.7 of Meta’s WhatsApp Business Platform terms (last updated 23 September 2026) also prohibits using the platform to offer general-purpose AI assistants as the main feature. An agent that answers questions about your business is allowed under that clause when AI is not the main feature; an open “ask me anything” bot on your number isn’t. Our WhatsApp Business API integration page explains the set-up and the per-message billing.

4. A real connection to your CRM

An AI agent that chats well but leaves the conversation in its own inbox creates a second CRM nobody checks. Ask where every lead ends up, which fields the agent fills in, and who gets the task when a person has to step in.

If you don’t have a CRM yet, the provider should say which one it proposes, who pays the subscription and whether the account is yours. We usually work on HighLevel: see our HighLevel CRM set-up.

5. A plan for the UAE data protection law (PDPL)

Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data has been in force since 2 January 2022. Points that affect an automation project:

  • Processing personal data needs the person’s consent, except in the cases the law lists, such as performing a contract with them (art. 4). Consent must be provable, clear and easy to withdraw (art. 6).
  • People can object to direct marketing (art. 17) and to automated decisions that have legal effects or seriously affect them, with some exceptions such as a contract or prior consent (art. 18).
  • A processor, which is what an automation agency usually is, works under a contract that sets the scope and purpose, and deletes the data, or hands it back, when the processing ends (art. 8).
  • The controller must report breaches that could harm people’s privacy to the UAE Data Office and to the people concerned; the processor must tell the controller (art. 9).
  • Data can leave the UAE only in the cases set out in articles 22 and 23. Ask where each tool stores the data.

The law doesn’t apply to some free zones that have their own data protection law, such as the DIFC. Fines are to be set by a Cabinet decision (art. 26). Ask your lawyer which regime applies to you.

6. Where the AI decides and where plain code does

A language model is good at reading a message and drafting a reply. It’s unreliable at anything that must happen the same way every time. A good provider tells you which steps the model handles, which steps are fixed workflow, and which ones a person approves, such as prices, refunds or anything legal or medical.

Ask about testing too: was the agent tested on real past messages from businesses like yours, and is there a period where a person reads every draft before it goes out?

7. The full cost, in AED, before the build

Ask for two figures in writing: the project price and the monthly running costs. The running costs are often several small bills:

  • the workflow tool (n8n’s cloud plans, for example, are priced by monthly workflow executions, from €20 (≈ AED 80) a month on annual billing, according to n8n.io; a self-hosted version is on GitHub);
  • the CRM subscription (see HighLevel pricing in AED);
  • the AI model’s usage, billed by the model provider;
  • Meta’s WhatsApp charges, billed per message to your own account.

Also ask who pays when the volume grows, and what maintenance costs after launch. If the quote is one lump figure with “AI included”, ask what happens when your usage doubles.

Optional: the Dubai AI Seal

The Dubai AI Seal is a certification for AI companies licensed to operate in Dubai, supervised by the Dubai Centre for Artificial Intelligence. According to the Dubai Media Office, participation is free, each certified company gets a serial number and a tier, and the seal will be a prerequisite for upcoming government-led AI initiatives. If you’re a government supplier, ask for it. For a private business choosing an automation partner, the seven criteria above tell you more.

Questions to ask on the first call

  1. Which task would you automate first in my business, and how will we measure whether it worked?
  2. Can I see or speak to a client where you built something similar?
  3. In whose name are the workflow tool, the CRM, the WhatsApp Business account and the AI API key?
  4. Does WhatsApp run on Meta’s official platform, and through which provider?
  5. Where will my customers’ data be stored, and in which country?
  6. Which steps does the AI decide, and which ones need a person’s approval?
  7. How did you test the agent before it talks to my customers?
  8. What is the project price, what are the monthly running costs, and who pays each bill?
  9. What happens if we stop working together: what do I keep and how long does the hand-over take?

Red flags

  • A demo on invented messages, and no test on your own past conversations.
  • “WhatsApp automation” that asks you to scan a QR code into a third-party app that isn’t part of Meta’s official onboarding, or promises bulk sends to bought lists.
  • Every account in the agency’s name, with no written exit plan.
  • A promise of a percentage of time saved before anyone has mapped the task.
  • An agent that can talk about anything, with no list of topics it hands over to a person.
  • A price with no breakdown of running costs.
  • No answer on where the data is stored or on the UAE data protection law.

Checklist before you sign

  • One verifiable case, or an honest “we don’t have one here yet”
  • Accounts in your company’s name, or a written transfer plan
  • WhatsApp on the official Business Platform
  • Leads and conversations land in your CRM with fields, not a chat log
  • Data location and PDPL consent covered
  • Human approval on prices, refunds and sensitive topics
  • Project price and monthly running costs, in AED, in writing

Where we fit, honestly

captacion.ai builds AI automation in Dubai: AI agents and n8n workflows for the first reply to a lead, qualification, reports and repetitive back-office work, connected to HighLevel and to WhatsApp on Meta’s official platform. Projects start from AED 6,100 (≈ €1,500) excluding VAT, with the scope fixed in writing after a mapping call. Your CRM, WhatsApp number and ad account can be set up in your company’s name. Workflows usually run on our n8n; if we stop working together, we hand them over in writing.

Most of our clients are in Spain. We don’t yet have a UAE AI project we can show publicly with results. In Spain we run n8n workflows, a HighLevel CRM and WhatsApp follow-up in production: routing leads by office, syncing the CRM with other systems and replying before a salesperson calls. We have no AI project with published results, so we don’t quote a figure. Our named cases on the About page are advertising and lead generation results in Spain, not AI automation.

So judge us with the same seven criteria. If another provider has a verifiable case in your sector in the UAE, that’s a fair reason to choose them.

Frequently asked questions

A company that builds systems where software does repetitive work: workflows that move data between your tools on a trigger, and AI agents that read messages, sort them and draft replies. A good one also maintains the system and tells you which tasks aren’t worth automating.

n8n makes a workflow automation tool that connects apps and runs tasks on a trigger or a schedule, with AI steps if you need them. It offers cloud plans priced by monthly workflow executions, and a self-hosted version on GitHub. Many automation agencies, including us, build with it.

There’s no official ranking. Many top-10 lists are published by agencies or directories, sometimes including themselves. For an automation project, a short list of providers checked against verifiable cases, account ownership, official WhatsApp and the UAE data protection law is more useful than any ranking.

It depends on the scope: how many tools are connected, how many types of conversation the agent handles and in how many languages. Ours starts from AED 6,100 per project, excluding VAT. On top, expect monthly running costs for the workflow tool, the CRM, the AI model’s usage and Meta’s WhatsApp charges, ideally billed to your own accounts.

Yes, on Meta’s official WhatsApp Business Platform, if the agent answers about your business. Meta’s terms prohibit offering a general-purpose AI assistant as the main feature, and unofficial WhatsApp apps put the number at risk of a ban.

Not one specific to AI, but Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, in force since 2 January 2022, covers consent, the right to object to direct marketing and to certain automated decisions, breach reporting and transfers outside the UAE. Some free zones, such as the DIFC, have their own law.

  • AI agent: software that reads a message, decides what the person wants and takes an action, within limits you set.
  • Workflow: a fixed sequence of steps that runs on a trigger, such as a new form submission.
  • n8n: a workflow automation tool, available as a cloud service or self-hosted.
  • WhatsApp Business Platform: Meta’s official API for businesses to send and receive WhatsApp messages at scale.
  • Solution Partner: a Meta Business Partner authorised to provide WhatsApp Business Platform services to other businesses.
  • PDPL: the UAE’s Personal Data Protection Law, Federal Decree-Law No. 45 of 2021.
  • UAE Data Office: the federal data regulator created by Federal Decree-Law No. 44 of 2021.
