Off-plan sales funnel in Dubai: the 7 stages and where buyers drop

On this page

An off-plan sales funnel in Dubai has seven stages: lead, qualified, viewing, reservation, SPA registered in Oqood, instalments during construction, and handover. Between the first and the last there can be several years.

That gap is what makes it different.

A resale buyer views, agrees and transfers within weeks. An off-plan buyer signs for something that doesn’t exist yet, pays in instalments during construction and gets the keys at the end. Every month in between is a month they can drop out.

This guide maps each stage, what to measure in it and where buyers slip away.

Why a generic real estate funnel doesn’t fit off-plan

The textbook funnel has three floors: attract, nurture, close. It works for a brokerage selling ready units.

Off-plan breaks it in three places:

  • Time. “Close” isn’t one stage. It’s reservation, SPA, registration and years of payments, each with its own risk.
  • Nothing to visit. At launch, the viewing is a sales gallery, a launch event or a video call with renders.
  • The buyer is often abroad. Different time zone, different language, and decisions made over WhatsApp and video, not in your office.

And there’s a stage resale doesn’t have: registering the sale in the Interim Property Register (Oqood), which Law No. 13 of 2008 (Art. 3) requires for any disposition of an off-plan unit.

The 7 stages of an off-plan funnel

  1. Lead: ad + landing page, portal, broker
  2. Qualified: unit type, budget, timing, resident or overseas
  3. Viewing: sales gallery, launch event or video call
  4. Reservation: unit held against a booking payment
  5. SPA and Oqood: contract signed and registered with the DLD
  6. Instalments: payments into the project escrow during construction
  7. Handover: completion, final payment, keys

1. Lead

  • What happens: someone leaves their name and number on the project landing page, a portal listing or through a broker.
  • Who acts: the system. It records the lead with its source (campaign, ad, portal, broker) and triggers the first contact.
  • What to measure: cost per lead and source.

A landing page per project filters better than a two-tap instant form: someone who has seen the payment plan, the unit types and the handover date before leaving a number arrives knowing what they’re asking for.

Every ad that shows the project carries its Trakheesi permit number. Lead-generation campaigns also need a permit under the DLD’s brokerage practice guide; ask your broker. Details in Trakheesi permits for social media ads.

2. Qualified

  • What happens: someone confirms four things: unit type, budget, timing, and whether the buyer lives in the UAE or abroad.
  • Who acts: an automated WhatsApp message within minutes, in the buyer’s language, then a salesperson.
  • What to measure: % contacted, time to first contact, % qualified.

3. Viewing

  • What happens: a slot at the sales gallery or launch event, or a video call with floor plans and the payment plan on screen.
  • Who acts: the salesperson, with automated reminders.
  • What to measure: viewings booked, viewings held (no-shows) and cost per viewing, the number that compares channels.

4. Reservation

  • What happens: the buyer picks a unit and pays to hold it. At busy launches this is often preceded by an expression of interest (EOI) to queue for allocation.
  • Who acts: the salesperson and the developer’s sales administration.
  • What to measure: % viewing → reservation and cost per reservation.

5. SPA and Oqood

  • What happens: the sale and purchase agreement is signed and the sale is registered in the Interim Property Register. Under Law 13/2008, Art. 3, a disposition that isn’t recorded isn’t valid.
  • Who acts: the developer’s sales administration and legal team.
  • What to measure: % reservation → registered SPA and days between the two.

6. Instalments during construction

  • What happens: the buyer pays according to the payment plan. Under Law No. 8 of 2007 (Art. 9), those payments go into an escrow account opened in the project’s name and used only for its construction.
  • Who acts: the developer, with the escrow agent. The sales team keeps the relationship alive.
  • What to measure: instalments paid on time and buyers in arrears.

How the escrow account protects buyers, article by article: Dubai escrow for off-plan, explained.

7. Handover

  • What happens: with the completion certificate, the remaining balance is paid (cash or mortgage), the title moves to the main register and the keys are handed over.
  • Who acts: developer, DLD, and the buyer’s bank if there’s a mortgage.
  • What to measure: % registered SPA → handover and drop-outs at the final payment.

The first leak is the cheapest to plug

It takes the most buyers, and it’s the only one that doesn’t depend on the product or the price.

The buyer who messaged you messaged other launches too. What the studies say about response time, and their limits: speed to lead in real estate.

The last leak is the most expensive

A buyer who drops at handover has held a unit for the whole build. That unit comes back to market late, sometimes in a completed building with nothing left to launch.

That’s why financing gets asked in stage 2, not stage 7.

Conversion per stage: measure your own

StepHow to calculate it
Lead → contactedLeads contacted ÷ leads received
Contacted → viewingViewings held ÷ leads contacted
Viewing → reservationReservations ÷ viewings held
Reservation → registered SPASPAs registered in Oqood ÷ reservations
Registered SPA → handoverUnits handed over ÷ SPAs registered

We don’t publish percentages for these steps.

We don’t have a UAE developer case of our own yet, and the percentages that circulate online rarely say where they come from. When we publish ours, they’ll come with the number of campaigns, the period, the community and what counts as a “viewing”.

Until then, measure yours. This is the table to fill in every month.

The tools that hold the funnel together

Three pieces. Without them, the funnel is a drawing. If you’d rather have the whole funnel, ads included, run for you, see off-plan lead generation.

  • A landing page per project. It filters before the form and keeps the data on your domain. How we build them: real estate web design in Dubai.
  • A CRM with the off-plan stages. Each lead with its source, stage, language and salesperson, including leads that come through brokers. Without it, you can’t see where anyone drops. We set this up on GoHighLevel for Dubai real estate.
  • Automated WhatsApp. First contact in minutes, viewing reminders and construction updates. When the buyer replies, the sequence stops. The WhatsApp Business Messaging Policy requires opt-in before the first message and respect for every opt-out.

How the funnel fits the construction calendar and the budget is in the developer marketing plan. The full picture, from DLD approval to handover, is in how to sell off-plan property in Dubai.

Frequently asked questions

It’s the path an off-plan buyer follows from the first enquiry to the keys: lead, qualified, viewing, reservation, SPA registered in Oqood, instalments during construction and handover. It differs from a resale funnel because of the time involved, the lack of a finished unit to visit and the payments made while the building goes up.

In volume, between the lead and the first contact: a slow reply loses buyers before anyone speaks to them. In cost, at handover: a buyer who can’t make the final payment has held a unit for the entire build. That’s why replies go out in minutes and financing is asked early.

Yes. Law No. 13 of 2008 created the Interim Property Register, known in the market as Oqood, for off-plan sales. Article 3 says any disposition of an off-plan unit is entered there and that an unrecorded transfer is not valid. Confirm the current procedure and fees with the Dubai Land Department.

A reservation holds one specific unit against a booking payment while the paperwork is prepared. The sale and purchase agreement is the contract itself: price, payment plan and expected handover date. The SPA is what gets registered with the Dubai Land Department. Terms vary by developer, so check yours with your legal team.

Yes, if you want to know where buyers drop. A spreadsheet can hold a few leads, but it doesn’t alert the salesperson, record each lead’s source and language, or measure response time. With brokers, portals and your own ads feeding the same project, a CRM is the only way to compare them on cost per viewing.
